Ministry of Education completes procedures for transferring 972 male and female teachers for the 2020/2021 academic year

Muscat (ONA) - The Ministry of Education completed the administrative procedures related to the transfer of male and female teachers or bringing them closer to their residential areas according to the available vacancies, in preparation for the start of the new academic year 2020/2021.

The Ministry transferred 972 male and female teachers out of the total requests for transfer, including 94 male teachers and 878 female teachers, and the number of those transferred according to the first desire reached 786 male and female teachers, including male 87 teachers and 699 female teachers. In addition, 108 male and female teachers who have completed several years have been assigned to the governorates they reside in.

His Excellency Majid bin Saeed bin Sulaiman Al Bahri, Undersecretary of the Ministry of Education for Administrative and Financial Affairs, said that the ministry seeks to transfer these teachers or bring them closer to their governorates of residence in light of the vacancies available for school plans for each governorate for the academic year in accordance with the approved bases for the transfers of the teaching staff in accordance with Ministerial Resolution No. (154 /2016), in which the Ministry aims to achieve fairness and transparency in this process.

His Excellency added that the opportunity has been opened for teaching staff and the related jobs to apply for their transfer via the electronic system for external and internal transfers. Transfer applicants submit their applications and attach the supporting documents, and then the submitted applications are sorted according to the external and internal transport criteria included in the above-mentioned ministerial decision, which are five criteria, including health status, application date, seniority of appointment, marital status, and job performance report.

He explained that the ministerial resolution, which included the transfer foundations and standards, was prepared in coordination with the educational directorates in the governorates, as many workers in the educational field from various sectors were involved, especially male teachers and female teachers not working their governorates of residence.

He mentioned that the approved electronic system for the sorting procedure works electronically, free from any human intervention. It depends on the supporting documents attached, and after confirming the validity of what has been attached, it automatically calculates the grades granted to the applicant. Then it arranges the names according to the highest ranks and transfers them automatically according to the available vacancies in the desired governorates. It is a transparent system with integrity and fairness of up to 100%.

His Excellency Majid bin Saeed bin Sulaiman Al Bahri, Undersecretary of the Ministry of Education for Administrative and Financial Affairs, stated that the total transfer requests amounted to 4809, as the transfer requests submitted in the teaching staff positions were 4,523, which constitute 94% of the total transfer requests (females represented 86%, and males 14%), while applications submitted in jobs related to the teaching staff amounted to 286 requests, representing 6% of the total transfer requests, of which 56% for females, and 44% for males.

His Excellency indicated that the highest rate of external transfer requests came in the English language specialization (female) with 913 requests, followed by the first field specialization (female) with 844) requests, then Arabic language specialization (female) with 514 requests.

His Excellency indicated that the highest rate of transfer requests according to the first desire was to the North Al-Batinah Governorate, where females formed 38% of the total of requests, and male requests constituted 6.7% of the total of transfer requests. This was followed by the South Sharqiyah Governorate, where female requests accounted for 12.2% of the total requests, and male requests accounted for 2.1%. The lowest rate in the number of transfer requests according to the first desire was to Al-Amal School for the Deaf with two requests (0.09%), followed by the School of Intellectual Education with 1 request for males and 2 for females only, at a rate of 0.1%, followed by Al-Wusta Governorate with one application for females and 9 for males, at a rate of 0.2%.

His Excellency Majid bin Saeed bin Sulaiman Al Bahri, Undersecretary for Administrative and Financial Affairs, said that the total number of transferred persons (with the same job title and with the job title change) reached 972 including male and female teachers. The number of male transfers reached 94 teachers out of the total transfer requests, and the number of transferred females reached 878 teachers out of the total female transfer requests. The highest rate was reached in the transfer to the Governorate of Muscat, as 308 teachers were transferred, of whom 274 were female and 34 were male, followed by the Governorate of North Al Batinah with 204 teachers (4 males and 200 females).

His Excellency explained that the highest transfer rate was in the English language specialization (female), as the number of transfers reached 222 and the highest number of transfers was to the Dakhiliyah Governorate (67 teachers), followed by Muscat Governorate (59 teachers), and North Sharqiyah Governorate (33 teachers), and North Al Batinah Governorate (29 teachers). The first field specialization came second, as the number of transferred teachers reached 215 female teachers and 1 male teacher, and the highest rate was transferred to the Governorate of Muscat with 87 teachers, followed by the Governorate of North Al Batinah with 68 teachers, then South Al Batinah Governorate with (42) teachers. As for the Islamic education specialization, it came third, as the number of transferred teachers reached 113 male and female teachers, and the highest rate was transferred to the Governorate of Muscat with 35 female teachers, followed by Al-Dakhiliyah Governorate with 28 male and female teachers.

His Excellency the Undersecretary of the Ministry of Education for Administrative and Financial Affairs stated that the transfer movement of female teachers concentrated in the specializations of the English language, in which 222 female teachers were transferred, followed by the first field specialization, in which 215 teachers were transferred, and in the third place came the second field specialization in which 109 female teachers transferred, and after that, the Islamic education specialization in which 102 female teachers were transferred.

The specializations in which the transfer movement of female teachers was low included the Arabic language major, as 18 female teachers were transferred out of 514 teachers, school sports major in which 9 female teachers were transferred out of 219 teachers, and in information technology in which 37 teachers out of 181 were transferred. There was no movement in the positions of social workers, psychologists, financial and administrative specialists, laboratory technicians, school affairs coordinators, teachers of first field learning difficulties, and teachers of Arabic language learning difficulties.

His Excellency indicated that through the previous data it is evident that there is no transfer movement to North Al-Batinah Governorate, in the specialization of the Arabic language due to the Omanisation this job in the governorate. In the Governorate of Dhofar, there was no transfer movement in school sports major (males), as this job was also Omanized at the level of the Sultanate with a surplus of qualified graduates. There was no movement in North Al Batinah Governorate in the specialization of life skills due to the Omanisation this job as well.

His Excellency Majid bin Saeed bin Sulaiman Al Bahri, Undersecretary of the Ministry of Education for Administrative and Financial Affairs, said that one of the reasons for the decrease in the external transport movement in some specializations is the high rates of Omanisation in all these subjects, as the rates of Omanisation in Arabic language and life skills subjects reach 100%. Omanisation rates for some subjects, such as school sports, reached 100% in some governorates, such as North Al Batinah, and were close to that in the history subject, in addition to the concentration of requests for a number of governorates in which Omanisation rates increased, and the few grades available for external transport.

His Excellency explained that, based on the Ministry of Education’s keenness to take care of teachers and to provide ways that would bring them closer to their areas of residence, it has adopted an external transfer system for Arabic language and physics teachers to change their job titles to the specializations of the first and second fields, respectively, in a manner that does not harm the interest of the educational process, with the aim of reducing the length of time female teachers stay outside the governorates of their residence in light of the limited grades available for transfer and the high rates of Omanisation in the desired governorates for external transport. In light of this, a number of Arabic language teachers have been transferred with changing their job titles to the first field based on their desire. Their number has reached 75 teachers, according to the available vacancies. In addition, 71 female teachers were transferred to Muscat Governorate and 4 female teachers to Al Dakhiliyah Governorate. Only one physics teacher was transferred with changing her job title to the second field specialization based on her desire, according to the available vacancies.
