Greater Muscat: Enduring Heritage, Renewed Vision
The Greater Muscat Structure Plan is a comprehensive urban strategy designed to shape the future of Muscat, the capital of the Sultanate of Oman. It seeks to promote sustainable urban growth and enhance quality of life through a robust development framework that harmonizes the authenticity of Omani identity with ambitious future aspirations, in line with the objectives of Oman Vision 2040. ![]()
Overseen by the Ministry of Housing and Urban Planning, the project reinforces Muscat's position as an integrated regional and global urban centre. It presents a comprehensive spatial and development framework to accommodate population growth, attract investment to strengthen the economy, and establish an efficient multimodal transport system based on an integrated mobility network. The plan also aims to enhance public services, strengthen infrastructure, and safeguard Muscat's unique natural and cultural assets, while preserving its rich and diverse environment.
The Greater Muscat project spans the Governorates of Muscat and South Al Batinah, extending along a continuous urban corridor of more than 80 kilometres, from the Wilayat of Muttrah in the east to the Wilayat of Barka in the west. It also encompasses a coastline stretching nearly 100 kilometres.
This extensive area is distinguished by its remarkable environmental and geographical diversity, encompassing marine and terrestrial protected areas, urban control zones, sections of the Al Hajar Mountain range, and an interconnected network of wadis. These unique characteristics provide the region with exceptional planning potential, enabling an advanced urban framework that carefully balances sustainable development with the conservation of its natural resources.
The Greater Muscat Structure Plan is built around five strategic objectives:
Green Muscat: To expand sustainable green spaces through the development of parks, tree-lined walkways, and the integration of wadis and beaches as natural recreational destinations. The plan prioritises the delivery of four flagship parks and aims to increase per capita access to open space by 9 square metres by 2040.![]()
Connected Muscat: To establish an integrated mobility system comprising modern public transport, pedestrian pathways, and cycling networks. The plan targets enabling 80 percent of the population to access public transport within walking distance, increasing public transport usage by 20 percent, and developing a 55-kilometre light rail network with seven major stations, supported by primary and secondary logistics hubs.
Productive Muscat: To foster a dynamic economy through the development of 15 diversified economic clusters, increasing Muscat's contribution to the non-oil gross domestic product to 45 percent and improving productivity by 44 percent by 2040.
Vibrant Muscat: To promote a modern, high-quality lifestyle through integrated neighbourhoods and active waterfronts. The plan includes the provision of 313,000 housing units, the activation of nine waterfront destinations, and greater reliance on renewable energy sources.
Resilient and Safe Muscat: To develop advanced infrastructure that supports long-term sustainability by reducing carbon emissions by 90 percent and achieving carbon neutrality by 2050. The plan also includes the construction of flood protection dams, the expansion of utility networks, and enhanced efficiency in water resource management.
