Despite the increasingly complex security challenges facing the world today, the Sultanate of Oman has emerged as a distinguished model in combating terrorism and its financing. This achievement stems from unified national efforts and the establishment of a comprehensive framework aligned with international best practices, designed to counter terrorism and eliminate its root causes.
On the global stage, the Sultanate of Oman maintains a principled and consistent foreign policy, rooted in its authentic national values, the noble teachings of Islam, its strategic geographic position, and its rich civilisational heritage spanning thousands of years. The Sultanate’s efforts to promote tolerance and reject all forms of violence and extremism continue at both the national and international levels. These endeavours are reinforced by Oman’s active participation in regional and international organisations and its unwavering commitment to preserving global peace and security, while opposing actions that threaten development and stability worldwide.
The Sultanate of Oman is firmly grounded in a robust legal and institutional framework for countering terrorism and its financing. This framework is anchored in the Basic Statute of the State, which enshrines the principles of justice, equality, cooperation, and the protection of individual rights and dignity—core pillars of Omani society. This foundation is further strengthened by a moderate religious discourse and a responsible media environment, both of which have helped consolidate national unity, promote tolerance and coexistence, reject extremism, and raise public awareness of the dangers of terrorism. Together, these elements have nurtured a resilient internal environment built on mutual trust between the leadership and the people.
Recognising that external stability is inseparable from internal security, Oman has not limited its efforts to addressing domestic threats. Through its prudent diplomacy, the Sultanate has built bridges of dialogue and played a constructive mediating role in numerous regional and international crises, contributing to de-escalation and peaceful conflict resolution. Oman has consistently refrained from joining confrontational alliances or military blocs, instead advocating peaceful coexistence among nations and peoples, good neighbourly relations, non-interference in the internal affairs of other states, respect for national sovereignty, and support for the peaceful resolution of disputes.
The National Counter-Terrorism Committee is the designated national authority responsible for coordinating and implementing measures related to targeted financial sanctions. At the national level, the Committee oversees the enforcement of these sanctions, responds to inquiries, issues technical guidance, and works to raise public awareness regarding the various aspects of targeted financial measures and mechanisms for compliance.
The National Counter-Terrorism Strategy serves as the primary reference for coordinating and integrating national efforts to confront all forms of terrorism and extremism, reflecting Oman’s consistent stance against terrorism, its causes, and its sources of funding. The strategy aims to safeguard Oman’s sustained security and stability, protect citizens and residents from exposure to extremist ideologies, and enhance Oman’s contribution to international counter-terrorism efforts.
The vision underpinning the strategy reflects a firm commitment to a preventive, collaborative, and human-centred approach, grounded in core principles that include: the unequivocal condemnation of terrorism in all its forms; the promotion of national and international cooperation; the rejection of any association between terrorism and any religion, nationality, civilisation, or ethnic group; and the upholding of human rights and the preservation of human dignity.
The strategy also emphasises the importance of protecting society from terrorist activities, raising awareness of the dangers of terrorism and its financing, strengthening national partnerships in counter-terrorism efforts, and ensuring sustainability by continually developing counter-terrorism tools and updating relevant legislation in line with emerging regional and international challenges.
