Public Fund Protection

Safeguarding public funds is one of the government’s most vital responsibilities, representing the people’s collective right to their shared wealth and serving as a cornerstone of economic growth and national development across all sectors. Preserving this wealth for future generations requires the continuous adaptation of legislation governing its protection, ensuring it evolves alongside the changing landscape of public finance across different sectors and activities.

Legislation designed to protect public funds is closely linked to addressing conflicts of interest, which pose significant risks to the management and integrity of public resources. To mitigate such risks, stringent laws have been enacted to respond effectively to emerging challenges. Ongoing discussions concerning amendments to these laws focus on preventing potential harm to public funds resulting from conflicts of interest between public and private entities.

The Sultanate of Oman places great importance on protecting public funds from misuse, misappropriation, and exploitation. To this end, it has enacted legislation and established specialised institutions tasked with monitoring and overseeing public funds. It has also implemented strict auditing and monitoring mechanisms dedicated to ensuring the sound management of public resources. These measures are intended to safeguard and preserve public wealth efficiently.

The Basic Law of the State affirms that “public funds are inviolable and must be safeguarded in accordance with the law.” Article 67 outlines specific provisions related to financial governance, including state financial oversight, the preservation and management of public assets, and the regulations governing their optimal utilisation.

The Sultanate of Oman has reinforced its commitment to protecting public funds through the enactment of several key laws, including the State Financial and Administrative Control Law and the Law on the Protection of Public Funds and the Prevention of Conflicts of Interest. These laws define provisions, violations, responsibilities, and prohibitions that collectively aim to safeguard and preserve public wealth.
