Muscat Governorate, comprising the six wilayats of Muscat, Muttrah, Bawshar, Seeb, Al Amerat, and Qurayyat, is experiencing balanced economic, social, and environmental growth across multiple sectors. A broad portfolio of development and public service projects is being implemented to enhance quality of life for citizens and residents, advance decentralization, and align with the goals of Oman Vision 2040.

In healthcare, several major projects are underway to strengthen the Sultanate’s regional standing in the sector. The Central Public Health Laboratory in Seeb has been inaugurated as a key strategic facility aimed at improving responsiveness to health risks and expanding diagnostic capacity. Additional health centers have also been opened across the governorate’s wilayats.

Education continues to receive strong support. Four new state-of-the-art schools have been constructed at a total cost of OMR 14 million, fully equipped to meet modern educational standards. These include two boys’ schools in Seeb, each with 40 classrooms; a Cycle One school in Qurayyat; and a boys’ school in Al Amerat serving grades 9–12.

Muscat’s transport infrastructure stands out for its modern, high-capacity road network, which has significantly improved traffic flow. Expansion works on the Muscat Expressway are currently underway, increasing it to six lanes in each direction from Al Qurum to the Halban Interchange. Construction continues on other vital routes, including the internal road in Al Khoud Village to widen access to the Oman Botanic Garden (81% complete), the dualization of Al Ansab–Al Jafnayn Road (63% complete), and the connecting road between Al Jood Street and Al Amerat Street (79% complete). Al Mouj Street is also undergoing comprehensive redevelopment, featuring additional lanes, a bridge, a flyover roundabout, and vehicle underpasses to ensure uninterrupted traffic flow.

To support rapid urban growth and enhance water security, construction is ongoing on the Wadi Dayqah Dam water treatment plant in Qurayyat. This strategic project will diversify water production sources with a total capacity of 65,000 cubic meters per day.

In line with digital transformation and smart city initiatives, Muscat Governorate continues to modernize government services. Muscat Municipality received the 2025 “Hadatha” Initiative Award for Excellence in Cybersecurity. Among its flagship digital initiatives are the Unified Municipal System, the Fleet Management System, and the newly redesigned Muscat Municipality website, all reinforcing the governorate’s digital ecosystem.

Tourism and urban enhancement projects are also progressing steadily. The Green Walkway in Al Maabela has been inaugurated, covering more than 152,000 square meters, alongside the development of neighborhood and public parks in South Al Maabela to provide healthy recreational spaces. In Qurayyat, Al Khobar Park and Fins Beach Park have been established, and the “Hawiyat Najm” recreational project—spanning half a million square meters—is being developed according to sustainable international standards. Al Khuwair Square in the Ministries District, covering over 21,000 square meters, has been completed to enhance the urban landscape, featuring green spaces, walking and cycling paths, and a 126-meter flagpole. In Muttrah, infrastructure projects include the Muttrah Cable Car, blending heritage with modern design, and Al Wadi Al Kabir Square (“Friday Market”), which has reached 58.7% completion.

To boost investment and support the blue economy, the Ministry of Agriculture, Fisheries and Water Resources has advanced port development projects. The fishing port quay development in Qurayyat has reached approximately 83% completion. Fish landing facilities have been established in Muttrah and Qurayyat, the Seeb Fish Market has been activated, and aquaculture projects in Seeb and Qurayyat have attracted investments exceeding OMR 30 million.

Reflecting its commitment to service excellence and innovation, Muscat Governorate won two awards in the third edition of the National Institutional Innovation and Change Management Competition, underscoring its role in empowering national talent and fostering a sustainable work environment that supports the objectives of Oman Vision 2040.
